Towards HKSAR Civil Engineering and Development Department’s (CEDD) 20th anniversary in 2024, the Hong Kong Institution of Engineers Civil Division (HKIE CVD) and CEDD will be co-organising a full-day conference on 24 January 2024. With the theme “Innovation and Technology: Building a Smart and Livable City”, the conference aims to build a platform for over 300 engineers, architects, planners, industry experts/practitioners, and academics from Hong Kong and other regions to exchange their insights and experiences on the latest innovative technologies to see how it can help build a smarter city, along with how the engineering industry can continue to contribute to the city’s development.

As our world continues to rapidly evolve, Hong Kong likes the rest of the world, is experiencing a massive urbanization leading to unsustainable ways of living. Thus, it is crucial that we adapt our cities to meet the needs and challenges of this 21st century. A smart and livable city is not just a technological marvel: Hong Kong is a place where Chinese and Western cultures meet, where blessed with natural beauty, where people thrive, where communities are strong, and where sustainability is at the forefront of our actions.
A smart and livable city harnesses the power of technology to enhance the quality of life for its people. It leverages the latest innovations to transform everything in particular efficient transportation systems, intelligent infrastructure, and seamless connectivity. Through the use of data analytics and smart sensors, we can optimize resource allocation, management of waste collection, and improve the overall efficiency of our city that are more connected, sustainable, and efficient in order that what the future of urbanization might look like. However, a smart and livable city is more than just technology. It is a city that prioritizes the well-being of its inhabitants. It provides access to quality healthcare, education, culture, heritage and affordable housing. It fosters a sense of community through vibrant public spaces, parks, and recreational facilities. A smart and livable city is a place where everyone feels safe, valued, and empowered to contribute.
Furthermore, sustainability lies at the heart of a smart and livable city. It recognizes the urgent need to address climate change and reduce our carbon footprint. Renewable energy sources, such as solar and wind power, are integrated into the city's infrastructure, reducing reliance on fossil fuels. Green spaces are incorporated into the urban fabric, promoting biodiversity and improving air quality. Waste management systems are optimized to minimize landfill waste and promote recycling and upcycling. A smart and livable city takes responsibility for its environmental impact and strives to create a greener and healthier future.
To achieve this vision, collaboration is key. Governments, businesses, industries, academia, and the community must work together to make our cities smart and livable. By pooling our resources, knowledge, and expertise, we can create a collective force for positive change. We hope this conference can provide a platform where stakeholders from all walks of life can meet together to exchange innovative ideas, and to make Hong Kong to continue to flourish in the future.

The HKIE Civil Division was founded in 1979, four years after the HKIE’s establishment by ordinance. It was a time when the city’s development had accelerated with the influx of immigrants from China and the expansion of the manufacturing sector. With the dedicated hands of our Committee, the Civil Division has grown to become the largest division within HKIE, with a current membership of over 9000. We are proud to be Civil Engineers with the extraordinary achievement our industry has made as a whole. With the recent boost of upcoming infrastructure projects, our Civil Division will continue to uphold the integrity and status of Civil Engineers by developing and promoting our professional, technical and ethical standards locally and internationally.
The Civil Engineering and Development Department (CEDD), established in July 2004 through amalgamation of the Civil Engineering Department and the Territory Development Department, is a works department under the Development Bureau of the Hong Kong SAR Government. Major areas of the services of CEDD cover the provision of land and infrastructure, port and marine services, geotechnical services, and environment and sustainability services. With the vision of “We Engineer Hong Kong's Development”, we strive for engineering excellence to foster Hong Kong’s development. In future, we will continue to embrace innovative ideas, develop new technologies, and join hands with members of the society to develop Hong Kong into a smart city.
